That was good. I PMed him earlier with a little more in depth on everything, but you got a lot more on the restaurants and division HQs.

I think maybe you could do the tournament to originally distribute the swords, 1st place gets to choose out of all seven, 2nd gets to choose out of the remaining six, etc. Then people could just duel each other for the swords afterwards at any time.

1. He wasn't on the bounty book because the hokage felt pity on the genin. Leaving the village without permission is going rogue, which is a crime. 2. It was forbidden because it used to much chakra and was therefore dangerous, not because it was evil. 3. I slightly agree with what you said. 4. Does that mean attempted murder isn't a crime/evil? 5. They didn't attack him first at all, he intruded, killed the samurai, and fought the kage in search of Danzo. 6. That doesn't mean it's fine to murder him. There was a reason the Uchiha clan was killed, and Danzo was neither evil nor a criminal.

Then again, you could still make the more powerful the jutsu it costs more chakra, as the amount of rasengan spam Naruto does is unbelievable. But on another hand, it doesn't have to be identical to Naruto. Although to tag on to this topic, I suggest added some elements to make strategy in PvP, not just click, click, hotkey, macro, click, click.
