Using the Tor program like you said, any others would give you a slight risk. From there make sure your Tor client is working and check your ip if you want. After you enter the browser its almost mandatory to view the hiddenwiki page to see mostly everything that they allow you to see there. Although I'm not going to give any links to it, you guys can find that out on your own but i reccomend not to do it. There's even more deeper things in there, theres still like 2 levels below the deep web.
