I think about something a little bit better, what if only the Head Anbu could have it, and he could call other Anbus. Or better, the kage could call the Anbu Leader and the Anbu Leader could call the other Anbus xD. This,or Make the kage able to call the Head Anbu and make a special chat for anbus so they could speak with each other...

Probably a lot of these were gonna be implanted in game anyways... Btw. i one like the actual targeting system and i do not really see a reason for it to be changed...just my opinion.
