The last wind nerf ( claw and vacuum) was waay back in November / December 2020 - and poison scalpel nerf was in June 2021 Based on that see your next nerf in December 2021

fr lighting and all other Justus / elements / masteries wont be changed in the next year - I can 1000000% guarantee it.

Make light cutter a 1.5 sec cast - maybe then it wont be canceled as much by another Justu (excluding subs)
