Definitely. But the way it stood before, the combination of fire + medic was absolutely broken. If you landed a p senbon, and had flicker up, you could quite literally lay a fire wall down after a flicker, Poison scalpel, phoenix triple bullet, and dragon them all while they're sitting on a firewall for 2-3 ticks. it was 700+ free damage. No mastery should be able to do that from 1 landed stun jutsu.

The only part that I agree with on this, is the lack of Jutsu for int medic. Scalpel should silence, but doesn't need to, this is something that has been abused like crazy in the past, in the form of a stun. Senbon should be 1.5s, considering it isn't the easiest jutsu to land, but making it anything but a run cast 1 tile jutsu is beyond crazy and unrealistic. I have mained Fire Medic on two accounts across two villagers for over a year. The mastery is very strong as is, the only thing lacking is p senbon. If you REALLY wanted to make a change to make the mastery better, shorten CD on poison scalpel and leave it the way it is. There is no reason it got added CD and then the stun removed. Talk about chain nerfing it to zero usability.
