Each kage probably has different preferences, the third seemed to like more privacy where as tsunade seems more open. No pun intended.

As i just said its about quality not quantity, clans may be able to migrate into different villages later on so who knows.

Theres information just not for a great balance in comparison to konaha, with sound it would just be an organization with a few hideouts, if they intended to add it.

The villages could be inhabitable just not able to be started from.

These are actually really good nice lighting and shading on the base, the movements smooth to keep it up

There are alot of villages, aswell as organizations. Doesn't mean everyone has to be added, would be nice sure, but hey thats alot of work the games not even out yet lol.
