    Why Takumi needs a jonin because rouges have friendly fire and can hit each other.This prevents them from being able to defend raid points properly.Rouges>leaf

      U should be thankful that we have a village even 2 and don't just spawn randomly around the map :D This was talked about few times before answer was no and that probably wont change. If hospital getting camped go to tanzaku :)
