Currently the way I believe it works is that the government would still need some kind of warrent or reason of suspecious activity in order to access your accounts pertaining the internet. With the law that they're trying to pass up (that they've been trying to pass on for some time now) they'll be able to access your accounts online without permission. If you're in the government and you want to access someone's account out of boredom, they would be able to do so. I'm pretty sure that's how it would be. It wouldn't even have to be a valid reason or something like "I think he's hacking so I'm going to check him out without his permission or anyone elses permisison or without any evidence." So honestly, it isn't even about making the internet safer, it's just about power over everyone else at all times of the day all year long. The only reason why the bill hasn't been passed last time around was because Obama veto'd it. As far as I know, he'll most likely veto it again this time, his stance on this bill hasn't changed since the last time I checked a couple of weeks ago.
