This has been an issue ever since summons were added to the game.
Villages have an insane advantage over rogue orgs due to the fact that summons will have friendly fire in rogue orgs and villager summons don't. (on top of other things such as usually overpowering in numbers, and org buffs like 7sm, puppet brigade, sashes, etc).
These are mobs that villages are able to stack on top of org buffs + numbers. Summons have around 400-500 HP and hit for 60-99 damage and have crowd control capabilities such as stunning.
Rogue orgs are capped at 20 people max. Even in a "fair fight," a village is able to bring 20 villagers to fight plus (example) a panda and clam for about every 2 villagers on average. So in reality, it's 20 rogues vs 20 villagers with around 10 summons.

Let rogue orgs finally utilize their summons too.
