First of all, try right click > Run as Administrator "Client_Compatibility.exe" in your Nin Online/Bin/ folder instead.
If this works, please let us know!

If that doesn't work,

The game requires a DirectX9 video card and drivers.

If all else fails, please delete d3d8.dll in your bin folder when the client is not running.
